In 2025, the Beijing Municipal Administration for Market Regulation addressed the needs of chain catering enterprises for batch store openings and rapid business launches, and took the lead nationwide in introducing a new streamlined licensing model dubbed "Easy Catering Outlet Opening" (易开店). Since its rollout in September 2025, this model has benefited outlets of 256 chain enterprises, shortening the average opening time for new stores by five days.
The new model has restructured the approval process, introducing an ultra-streamlined system that grants licenses immediately upon application acceptance. For eligible directly operated chain catering outlets in Beijing, applications for new, modified, or renewed food business licenses are accepted on the spot once all required documents are complete and meet statutory requirements. Pre-opening on-site inspections are exempted, allowing licensing decisions and permits to be issued within one working day.
This model also features an innovative regulatory mechanism, forming a full-lifecycle closed-loop management system that integrates approval, supervision and credit management for catering outlets. Market regulators conduct the first follow-up inspection within 30 working days after a license is issued to verify operational compliance. For enterprises with sound headquarters management and a solid compliance record, differentiated supervision will be adopted to reduce unnecessary inspections. Meanwhile, the system incorporates credit-based oversight by linking headquarters performance with outlet compliance records. Enterprises with acts of dishonesty will be disqualified from enjoying the preferential approval policies.
