The recently released Action Plan of Beijing Municipality for Innovation and Application Development of Blockchain (2025–2027) (the Plan for short) proposes that, by 2027, Beijing will establish itself as a global leader in blockchain innovation and a benchmark city for application development.

Blockchain has emerged as an important part of information infrastructure and an important driver for the development of the digital economy. Beijing has significantly progressed in terms of both the R&D of autonomous blockchain technologies and the development of application scenarios, showing a sound momentum of growth. The next-generation high-confidence blockchain network is expected to significantly improve its performance in terms of speed, scale, and security, and form an interconnected network of numerous chains through ultra-large-scale applications.

To better meet the emerging technological demands, enhance the blockchain infrastructure layout, and advance the development of landmark application scenarios with scalable impact by replicating the successful practices, the Plan further calls for the comprehensive improvement of Beijing blockchain's technological and innovation capabilities through innovation-driven, technology-based, and scenario-oriented means, with focuses on building an independent blockchain innovation system and expanding blockchain applications.
