Recently, the research group of the Capital Institute of Science and Technology Development Strategy (CISTDS) released in Beijing the Report on Science and Technology Innovation Development in China's Cities (2025) (hereinafter referred to as the Report) and the Capital Sci-Tech Innovation and Development Index. The Report shows that Beijing, Shenzhen, and Shanghai led the 2024 ranking of China's urban sci-tech innovation and development index with absolute advantages, with Beijing maintaining its top position for many consecutive years.
The Capital Sci-tech Innovation and Development Index, China's first evaluation index system designed to assess sci-tech innovation of individual cities, has been released annually since 2012, which has continuously and dynamically monitored the effectiveness of sci-tech innovation and development in Beijing and other major cities across the country.
In terms of sub-indicators, Beijing has seen significant improvements across four primary indicators: innovation resources, innovation environment, innovation services, and innovation performance. The indicator of innovation performance shows the most remarkable increase, with an overall growth rate of 133.48 percent. Data suggests that the innovation efficiency of Beijing's sci-tech innovation and development has soared continuously, indicating an increase of 31.93 percent during the mid-term of the 13th Five-Year Plan period (2016-2020) compared with the mid-term of the 12th Five-Year Plan period (2011-2015), and a further increase of 22.93 percent during the mid-term of the 14th Five-Year Plan period (2021-2025) compared with the mid-term of the 13th Five-Year Plan period. From 2013 to 2023, the innovation efficiency of the innovation and development of Beijing's sci-tech sector improved by 62.18 percent.
