30 Business Environment Reform Cases Setting Benchmarks of “Beijing Services”

In 2024, a series of exemplary cases and best practices in business environment reforms were formed in Beijing.

The Top 10 Innovation Cases comprise a group of first-of-its kind initiatives in China, injecting vitality and momentum into the city's reform efforts. Take one case for example. In February 2024, Bayer AG obtained the approval for its business scenarios, such as pharmacovigilance and clinical trials, after security assessments, marking the first case in China in which a foreign pharmaceutical company's core business operations were fully authorized in Beijing. This breakthrough has established a compliance pathway for cross-border data transfers in the pharmaceutical sector, providing a clear reference for addressing large-scale data compliance challenges faced by Beijing-based pharmaceutical enterprises.

The Top 10 Service Cases focus on the pressing concerns of enterprises and the public. One case is that foreigners can now use their foreign bank cards to tap and go at all 522 stations across Beijing's 29 subway lines and those of the Suburban Railway Line S2 at any time, making Beijing the first and only city in the Chinese mainland to offer such services. Additionally, measures such as expanding POS terminal deployment have eased the payment difficulties for foreigners. Another case is the streamlined administrative processes. Specifically, a single specialized credit report now substitutes the proof documents required in 42 key sectors, which greatly reduced the burden on enterprises and enhanced administrative efficiency.

In the future, Beijing will step up efforts to interpret, replicate, and promote these cases, further optimizing and improving its business environment, so as to strengthen the gold-standard reputation of "Beijing Services".
