Recently, the Beijing Municipal Administration for Market Regulation issued the 2025 Work Plan of Beijing Municipal Administration for Market Regulation for Comprehensively Optimizing Business Environment and Launching "Beijing Services" (hereinafter referred to as “the Plan”). The Plan introduces 28 targeted measures aimed at streamlining approval, ensuring and promoting fair competition, innovating supervision and law enforcement mechanisms, and fostering deeper business environment collaboration in the Beijing-Tianjin-Hebei region.
Unified Local Standards for Registration Services
To streamline approval processes, Beijing will introduce local standards for registration services involving partnerships, self-employed households, and other entities this year.
Category-Based Targeted Support for Self-Employed Households
To support the high-quality development of self-employed households, Beijing will advance the development of a "one-stop" integrated service model for facilitating their transformation into enterprises. The city will also mobilize citywide resources to provide targeted support for self-employed households based on their categories, so as to improve their overall competitiveness.
Support for Scaling up Pilot Programs for Cross-Regional Business License-Related Services
In terms of the Beijing-Tianjin-Hebei regional collaboration, Beijing seeks to support more pilot areas to offer cross-regional services pertinent to business licenses, including application handling and license issuance/collection. New models for cross-regional registration will be explored. In addition, efforts will be made in the synchronous collection of registration information such as enterprise names, business scopes, and investors, to streamline processes for market entities relocating or dissolving across the three regions.
