On October 13, Professor Lutz-Christian Wolff, Wei Lun Professor of Law at the Faculty of Law at the Chinese University of Hong Kong, said that communication is key to improving the efficiency of social governance in multicultural societies. Wolff made the remarks at the parallel forum titled "Exchange and Integration: Collaborative Governance for Open and Inclusive Cities" during the 2026 Beijing Forum on Swift Response to Public Complaints. He noted that governments and citizens should establish mechanisms for ongoing, two-way communication, and that governments should use multiple channels to receive requests from the public, respond to community needs and continually improve governance.
During a roundtable discussion themed "Breaking New Ground Through Collaboration and Inclusion to Enhance Governance Effectiveness", Wolff drew on his 27 years in Hong Kong SAR of China to explain how the city, as an international and multicultural metropolis, offers a valuable example of effective governance in a culturally diverse setting. He emphasized that communication between governments and the public should be an ongoing, two-way process. Citizens should be able to voice their concerns, while governments should work to understand their needs and respond promptly, thereby helping continually improve governance.
