The importance of making governance more responsive, improving emergency management mechanisms, and strengthening the resilience of urban infrastructure. The impact of a disaster depends not only on natural conditions, but also on a city's ability to prevent risks and respond to emergencies. People-centered urban governance must put public safety and residents' needs first, and that governments should strengthen risk prevention and control, improve their emergency early-warning systems, and ensure that public infrastructure and basic public services continue to operate reliably when people need them most.

By reviewing emergency response procedures, maintaining infrastructure, and promptly addressing weaknesses in governance, a city can steadily improve its public services and strengthen public trust.

Building a safer, more resilient city requires shifting urban governance from post-disaster relief to early risk identification, strengthening cross-departmental coordination, and always keeping people at the center of urban planning and management. These measures are important for making social governance more effective and helping cities meet residents' needs.
