According to the Development Plan for Modern Comprehensive Transportation System of Beijing During 15th Five-Year Plan Period, by 2030, the operating length of Beijing's urban rail transit network will exceed 1,050 kilometers. By the end of 2025, the network had already reached 909 kilometers, meaning that more than 140 kilometers of operating length will be added during the 15th Five-Year Plan period (2026–2030).

Over the five years, Beijing will complete the CBD Line, Line 13's capacity expansion project, Line 1's branch, the remaining part of Line 3 (Phase I), and the northern extension of the Daxing Airport Express. In addition, the city will advance the construction of Line M101 (Phase I) and proceed with the preliminary work for Line M102 (Phase I). All of these lines are part of the Phase III projects of Beijing's urban rail transit construction plan.
The existing rail lines will also allow faster trips and offer smoother transfers.
The plan specifies that, in optimizing the existing network, Beijing will launch the project for the link line for Yizhuang Line, Line 5 and Line 10, add a new station at Taihu Depot on Yizhuang Line, and build a new station on Line 15, which is at the Capital International Exhibition & Convention Center.
Further research will be conducted for schemes such as extending Line 8 eastward to the new campus of the Beijing Children's Hospital and extending a branch of Line 19 northward to the Northern Branch of the Palace Museum.
Speed upgrades will be advanced on lines including Changping Line, Line 15 and more, and the operation of lines such as Line 10, Line 4, Line 6, and Line 16 will be dynamically optimized.
Transfer conditions at stations including Guomao and Songjiazhuang will be improved, and escalators and elevators will be installed at stations such as Tiananmenxi, Tiananmendong, and Chegongzhuang.
In addition, Beijing will advance station-city integration by completing integrated development projects at rail stations such as Guomao, Huoying, and Lize Shangwuqu. It will also develop rail micro-centers at stations including Dongdaqiao, Tongzhouxi, and Longzexi. New stations will also be opened, such as Hongmiao and Tongyun Men, with commercial facilities and other public services to be developed in the surrounding areas.
