The Beijing Municipal Administration for Market Regulation (hereinafter referred to as the "Administration") announced on October 20 that it has introduced a series of reform measures this year to facilitate the market entry of foreign-invested enterprises, aiming to help them go through administrative procedures more quickly, maintain stable operations, and receive support for growth.
In the past, due to the complex terminology used in Chinese-language registration forms, foreign investors found it difficult to fill them in accurately. The Administration has therefore released its first set of registration application documents in both Chinese and English, and the "e Chuang Tong" (e窗通) platform now also offers bilingual guidance for users.
The Administration conducts fair competition reviews of policies before they are issued, checking whether unreasonable barriers have been imposed in areas such as market access, bidding and tendering. Since the start of 2026, it has carried out spot checks on 440 policy documents.
For administrative inspections, inspectors now check in by scanning the designated codes, notify the businesses in question by presenting the inspection codes, and carry out their tasks by following a checklist, with every step recorded. From January to September this year, off-site inspections accounted for more than 90 percent of all inspections of foreign-invested enterprises in the city.
The Administration has standardized enforcement procedures and discretionary criteria for intellectual property-related cases of both domestic and foreign-invested enterprises. It has investigated and addressed a number of intellectual property violations. In addition, it has set up a standing framework for enforcement cooperation with Tianjin and Hebei, under which the three jurisdictions (Beijing, Tianjin and Hebei) share leads and coordinate enforcement actions, improving the efficiency of inter-provincial efforts to combat infringement.
