In accordance with Article 13 of the Provisions on the Administration of Temporary Entry of Motor Vehicles and Drivers (《临时入境机动车和驾驶人管理规定》), to apply for a temporary driving permit, you (as a holder of a German driving license) must submit the following documents in person:

1. Your exit-entry identity document (which can be your passport or any other valid exit-entry document, a valid visa or stay/residence permit held upon entry, or a Foreign Permanent Resident ID Card). If you are exempt from visa requirements, please submit your passport or any other valid exit-entry document held upon entry);

2. Your foreign driving license and its Chinese translation (the latter should be either provided by a qualified translation agency in China or notarized by a notary office) (excluding temporary, studying, and internship licenses);

3. Two recently-taken 1-inch, white-background, color ID photos (front-facing, bareheaded, half-length).

-Main office and branch offices of the Motor Vehicle Administration Office (车辆管理所总所及车管分所)
