Construction is progressing on Liangma River North Road (East 4th Ring Road–Capital Airport 2nd Expressway), one of Beijing's key urban expressway projects. Construction is now underway along the entire route, with bridge construction, utility relocation and roadwork progressing simultaneously.

The Liangma River North Road project runs 9.1 kilometers from the East 4th Ring Road in the west to Capital Airport 2nd Expressway in the east. Interchanges will be built at both the East 5th Ring Road and the Capital Airport 2nd Expressway, which will further improve the regional road network.

The project will be developed in two sections. The 1.5-kilometer section from the East 4th Ring Road to Tuofangying Road will be built to the standards of an urban arterial road, while the 7.6-kilometer section from Tuofangying Road to the Capital Airport 2nd Expressway will be constructed to urban expressway standards. Two new interchanges—one at the East 5th Ring Road and one at the Capital Airport 2nd Expressway—will be built on the route, further improving regional connectivity.

The road will serve as a major transportation artery linking Beijing's central urban area and a key east-west route through north-central Chaoyang District. Once completed, it will help ease traffic pressure on Yaojiayuan Road, connect key areas including Jiuxianqiao, Dongba, and Jinzhan, and make it easier to access Beijing's central urban area and functional hubs such as Beijing Chaoyang Railway Station, giving fresh impetus to regional development.
