New Provisions for Business Entity Registration Introduced in Beijing

China's State Administration for Market Regulation has issued the Specifications for Documents for Business Entity Registration (2026 Edition) and Specifications for Materials Submitted for Business Entity Registration (2026 Edition). The new provisions optimize the submission procedures for appointment documents of senior management personnel including directors and supervisors, and reduce the number of the application materials needed. The revised provisions officially came into force on May 1, 2026.

Beijing has innovatively launched a supporting initiative framework marked by "one set of guidelines, two channels, and coordination between three regions".

One set of guidelines

These include a one-time information notice letter, which covers all service scenarios through the entire lifecycles of business entities, from establishment to cancellation.

Two service channels

Further efforts have been made to integrate online and offline services. The E Chuang Tong Enterprise Registration Service Platform has been further upgraded to enable full-process online application.

Coordination between three regions

The market regulation authorities of Beijing, Tianjin and Hebei have jointly formulated templates of articles of association and partnership agreements, to ensure unified document templates and consistent filing standards. Efforts are being made to develop universal cross-regional services that allow remote application for, issuance of and collection of business licenses.
