The Beijing Municipal Bureau of Human Resources and Social Security has recently announced adjustments to its social insurance benefits and minimum wage standards for 2025, aimed at further strengthening the city's social security system.
Effective from September 1, 2025, the monthly minimum wage in Beijing will rise from CNY 2,420 to CNY 2,540. Concurrently, the hourly minimum wage for part-time and non-full-time workers will increase from CNY 26.4 to CNY 27.7.
Basic pension and senior welfare pension for urban and rural residents will also see an average monthly increase of CNY 40 per person. Specifically, residents under 65 years old will receive an additional CNY 37 per month, while those aged 65 and above will have an increase of CNY 42 per month. Starting January 1, 2025, newly eligible recipients will receive CNY 998 monthly for their basic pension and CNY 913 per month for their senior welfare pension.
For retirees from enterprises, government agencies, and public institutions (including those who have retired, resigned, or received retirement-equivalent benefits), pension adjustments will follow a comprehensive approach incorporating flat-rate, contribution-linked, and preferential increases.
The flat-rate adjustment is fixed at CNY 18 per person per month. Contribution-linked adjustments are categorized into two scenarios: individuals with ten or more years of contributions will have an additional CNY 1.8 for each year of their service, while those with less than ten years' service will have a flat increase of CNY 18 per month. For the pension-level adjustment, based on Beijing's 2024 average disposable monthly income of CNY 7,118, retirees earning above this threshold will see an increase of CNY 3 per month, while those earning CNY 7,118 or below will receive an increase of CNY 18 per month. Furthermore, an additional proportional increase of 0.15 percent based on the basic pension amount as of December 2024 will also be applied.
This year, Beijing will continue to favor elderly retirees. Individuals aged 65 and above will receive an extra CNY 10-50 per month on top of the above adjustments, depending on their age bracket.
