Recently, Beijing Customs has released the Ten Measures to Promote Inbound Tourism and Consumption. In line with these measures, Beijing Capital International Airport and Beijing Daxing International Airport will implement an international-to-domestic "same-terminal transfer" model. This move enables inbound transit passengers to transfer to other flights within the same terminal, significantly reducing the time and procedures during cross-terminal transfers.
Inbound travelers can declare their luggage and belongings to customs before arriving in Beijing through various Apps such as the "Zhangshang Haiguan" (掌上海关), WeChat and Alipay. They can also search for "Passenger Fingertip Service" (海关旅客指尖服务) on WeChat or Alipay to learn about customs regulations and complete declarations online in advance.
Additionally, the "hassle-free customs clearance" will be further implemented. This convenient initiative allows customs authorities to leverage technologies like "early baggage inspection" to conduct customs checks during the luggage check-in processes for inbound travelers. As a result, a compliant traveler will experience a smooth clearance process without noticing the presence of customs inspection.
For international transit travelers, both baggage and passenger transfers will become more convenient. Specifically, Beijing Customs is encouraging airlines to operate "international through flights" and "domestic segments of international flights", providing travelers with "baggage through-check" services. Transit passengers will no longer need to repeatedly retrieve luggage and go through re-check-in procedures.
Outbound travelers can now finish check-in and baggage check-in procedures in advance at urban terminal facilities such as Caoqiao Subway Station. Customs will conduct baggage inspection remotely in order to significantly improve passengers' travelling experiences. The customs clearance procedures for outbound travelers will thus be further streamlined.
