(I) Overview

Covering approximately 4 square kilometers, Beijing Tongzhou Cultural Tourism Zone (the "Zone" for short) is a key area in the development of the "Two Zones" in Beijing. It is home to Universal Beijing Resort, which is the largest foreign-funded project in the city's service industry.

The Zone has an advantageous geographical location, being close to the core area of Beijing Municipal Administrative Center (BMC) and offering convenient transportation options. It is connected to downtown Beijing, BMC, Beijing Capital International Airport, Beijing Daxing International Airport, and the Beijing-Tianjin-Hebei region through five rail transit lines. The transportation conditions provide unique advantages for the cultural tourism industry there.

(II) Functional Positioning

Leveraging the Universal Beijing Resort project, the Zone aims to expedite the integrated development of diverse cultures and traditional Chinese culture. It facilitates the convergence of cultural industry and tourism, commerce, finance, technology, sports, and other industries. By conducting an overall plan to extend the industry chain and the consumption chain of the cultural tourism industry, the Zone is marked by a circular structure that includes theme parks, leisure and entertainment facilities, cultural and technological experiences, and supporting services. These efforts create an industry chain that influences the Beijing-Tianjin-Hebei region and reaches global markets, ultimately forming a CNY-100-billion industrial cluster. The goal is to actively develop a national demonstration zone for the integrated development of culture, tourism, and business sectors and set up a new landmark for cultural tourism in Beijing.

(III) Development Situation

Tongzhou Cultural Tourism Zone is experiencing rapid development. Following the official opening of Phase I of Universal Beijing Resort in 2021, other significant projects have been carried out, including Wanda Cultural Tourism City and BTG's headquarters building. The construction of these projects has enhanced the region's cultural tourism quality and attracted a large number of visitors.

Tongma Road Integrated Transportation Hub and Universal Beijing Resort North Integrated Transportation Hub are also located in the Zone, which together cover over 260,000 square meters. Serving BMC and the Beijing-Tianjin-Hebei region, the two hubs also seek to integrate catering, accommodation, and business services to enhance the values of the areas surrounding Universal Beijing Resort. Additionally, an international talent community is under development within the Zone, covering about 240,000 square meters. This community is one of eight prioritized key international talent communities under construction by Beijing, offering internationalized apartments, high-end medical services, and top-tier business support. It strives to create an environment with overseas features and provide international professionals with a livable space, aiming to support the development of BMC.
