Highlighting innovation-driven strategies, the Beijing-Tianjin-Hebei region has significantly strengthened its momentum for high-quality growth. Collaborative sci-tech innovation has been deepened. With the support of Beijing as an international sci-tech innovation hub, a joint sci-tech achievements database was established, and so were proof-of-concept and pilot-scale incubation platforms across the region. The Beijing-Tianjin-Hebei National Technology Innovation Center streamlined its collaborative mechanism, under which Beijing builds core capacities while the broader region cultivates a supportive ecosystem. In 2024, technology contracts from Beijing to Tianjin and Hebei totaled CNY 84.37 billion (a 12.7 percent year-on-year increase), with cumulative technology transfers exceeding CNY 370 billion since 2014. Key industrial chains were fortified. Beijing-Tianjin-Hebei jointly organized for the first time cross-regional events in the Yangtze River Delta and Greater Bay Area to establish industrial chain networks. Over 140 projects worth CNY 73 billion were secured at forums including the Beijing-Tianjin-Hebei Industrial Chain and Supply Chain Conference, Beijing-Tianjin Industrial Matchmaking Conference, and Beijing-Tianjin-Hebei Industry-Investment Matchmaking Conference. Five clusters in the region, such as the Next-Gen IT Application Innovation Hub, were designated as state-level clusters, and the region's advanced manufacturing clusters were expanded to seven. The construction of the Beijing-Tianjin-Hebei Smart Connected New Energy Vehicle Technology Ecosystem Hub were accelerated, creating centralized auto parts production zones. Business environment was further improved. Under the three-year action plan of the National Development and Reform Commission for creating a world-class business environment in the Beijing-Tianjin-Hebei region, 230 cross-region administrative service items enjoying the same standards and the same transaction process were introduced in the free trade zones—in order to foster a market-oriented, law-based business environment in alignment with international standards.
