
The 2025 Annual Report of Cities' Comprehensive Development Index has been officially released. The report is the first-ever edition released in China. The comprehensive evaluation results indicate that the high-quality and sustainable development of Chinese cities is spearheaded by "frontrunners" and shows overall improvement, demonstrating a positive trend. Beijing, Shenzhen, and Shanghai ranked among the top three in the comprehensive ranking.
In the "Innovative City" category, Beijing, Shenzhen, and Shanghai led the way, demonstrating outstanding performance in technological innovation capability and achievement commercialization.
Meanwhile, in the "Smart City" category, Beijing, Shanghai, and Wuhan showed significant strengths, with widespread adoption of "one-stop online government services", solid progress made in building new infrastructure such as 5G base stations, and digital empowerment that enhances both the convenience of urban services and the precision of city governance.
In the "Beautiful City" category, Guiyang, Changsha, and Shenzhen delivered impressive performances, with remarkable results in water cleanliness and tidiness of living environments, demonstrating increasingly prominent ecological advantages.
For the first time, the report established a comprehensive evaluation framework that integrates the UN 2030 Sustainable Development Goals (SDGs) and China's latest national policies for urban development. Through 90 actionable metrics, it assessed 36 major cities in China, providing scientific grounds for urban governance.
