Notice on Special Visa and Immigration Inspection Facilitation for Foreign Business Visitors to Beijing

To provide greater convenience for foreign business personnel traveling to Beijing for commercial and trade purposes, a special visa and immigration inspection facilitation program will be introduced. The details are as follows:
I. Who are eligible for this program
This program applies to eligible foreign business visitors. In this Notice, they refer to business personnel invited by Beijing-registered enterprises, who need to frequently travel to Beijing to actively engage in commercial and trade activities. Eligible applicants may also include their spouse and children.
II. What does this program offer
The Foreign Affairs Office of the People’s Government of Beijing Municipality (hereafter referred to as the “Beijing Municipal Foreign Affairs Office”) offers a special invitation letter for eligible foreign business visitors, allowing them to apply for a five-year multiple-entry M visa with a 180-day stay per trip. With this invitation, Chinese visa-issuing authorities abroad may grant the corresponding M visa (or an equivalent visa type). Applicants are exempt from fingerprint collection and may entrust others to apply on their behalf. Only the fee for a one-year multiple-entry visa will be charged. The Beijing General Station of Exit and Entry Frontier Inspection will provide immigration inspection facilitation for the eligible foreign business visitors.
III. How to apply
1. Qualified Beijing-registered enterprises (hereinafter referred to as the “inviting organization”) must sign up on the official website of the Beijing Municipal Foreign Affairs Office (wb.beijing.gov.cn) and submit their application to the Foreign Affairs Office in the district of their business registration.2. The Foreign Affairs Office of each district, along with the foreign affairs department of the Beijing Economic-Technological Development Area (BDA), are responsible for reviewing the inviting organizations’ qualifications and the eligibility of the foreign business visitors as applicants. Once approved, the application shall be forwarded to the Beijing Municipal Foreign Affairs Office.3. The Beijing Municipal Foreign Affairs Office will subsequently issue a Special Visa Invitation Letter for the approved foreign business visitors.4. The inviting organization shall download the Special Visa Invitation Letter from the official website of the Beijing Municipal Foreign Affairs Office and send it to the foreign business visitors.5. The foreign business visitors shall use the Special Visa Invitation Letter to apply for a visa at the relevant Chinese visa-issuing authorities abroad within three months.6. The inviting organization must, at least five calendar days prior to the visitors’ arrival, notify the Beijing General Station of Exit and Entry Frontier Inspection, which will then arrange immigration inspection facilitation for the visitors upon their entry through Beijing ports.
IV. Additional notes
1. Those granted the special visa and immigration inspection facilitation who engage in unlawful activities after arrival will be subject to legal action in accordance with relevant Chinese laws and regulations.2. No fee is charged for the Special Visa Invitation Letter.
