On November 29, the newly revised Regulations of Beijing Municipality on Optimizing Business Environment (the Regulations for short) came into effect upon publication.

The revised Regulations consist of 94 articles under six chapters, which include provisions such as "efficiently providing one-stop services", allowing business entities to independently choose service channels, and promoting the use of digital licenses and seals. It also standardizes regulatory enforcement by stipulating that no interference with enterprises' operations will be made unless necessary and reducing the frequency of on-site inspections. Additionally, Beijing Municipal Commission of Development and Reform has proactively coordinated with various departments to study supporting policies and measures required for the implementation of the Regulations. Over 40 such policies and measures have been identified to be introduced or updated.
