I. Implementing the National Foundational Systems and Proactively Piloting New Initiatives

The Opinions calls for accelerating pilot programs on data property rights systems and benefit distribution mechanisms, to fully unleash the potential of data as a factor of production and improve the market system for data elements.

Ⅱ. Implementing the Data Property Rights and Benefit Distribution Systems

The Opinions proposes to establish a data property rights system and improve the rational distribution of data benefits. In matters of confirmation and authorization of public data rights, the sharing, opening, and management of data resources will be coordinated. All types of market entities will be entitled to obtain corresponding benefits based on their respective rights to data resource possession, data processing and usage, or data product operation. Individuals may authorize data processors or third-party custodians to utilize data containing personal information.

III. Promoting the Realization of Data Asset Values

The Opinions stipulates that the Beijing Big Data Center shall carry out the registration of public data assets and support the Beijing International Data Exchange in providing registration services for social data assets. It also calls for the active exploration of new means of financial innovation involving data assets, such as share purchase, financing, and trusts using data assets.

Ⅳ. Deepening the Development and Utilization of Public Data

Regarding the improvement of the open system for public data, the Opinions promotes on-demand opening up and encourages the conditional, cost-free use of data through the Beijing Public Data Open Innovation Base. In terms of the authorized operation of public data special zones, the Opinions calls for the accelerated construction of public data zones in fields such as healthcare and transportation by duplicating the experiences from financial zone development, and advance conditional, compensated use to foster a virtuous cycle.

V. Cultivating and Developing the Data Element Market

The Beijing International Data Exchange is urged to enhance its functional capacity, the price formation mechanism for the data element market will be advanced, and dedicated social data zones will be established. It also proposes to guide the effective aggregation of social data, and use market-based methods to optimize data supply, enhance data circulation, and activate data values.

VI. Developing the Data Service Industry

The Opinions supports qualified enterprises and institutions in establishing data groups, data companies, and data research institutes in Beijing. In terms of innovation in data technology products and business models, it promotes full-stack technological R&D and commercialization of research outcomes across the entire data chain, which includes data production, circulation, transaction, and governance. It also calls for further advancing innovative policies, such as those for the opening up of application scenarios for smart city and digital government development.

Ⅶ. Taking the Lead in Piloting the National Foundational Data Systems

The Opinions supports the establishment of cross-border/boundary data laboratories. It calls for building data training bases, exploring the circuit trial mechanisms for data-related cases, and establishing a data arbitration center. The Opinions also promotes the construction of globally oriented, open, and equitable data infrastructure through technologies such as the next-generation Internet based on IPv6, the Data Switching Service Network (DSSN) based on Digital Object Architecture (DOA), and the Trustworthy Data Space (TDA).

VIII. Strengthening the Supervision and Regulation of Data Element Security

The Opinions promotes the development of a credit system for the data element market. It also calls for the optimization of the data business environment, and the establishment and improvement of systems governing the entire process of data production, circulation, and utilization.

IX. Implementing Supporting Measures

The Opinions calls for the implementation of the Chief Data Officer (CDO) system, and the utilization of funds and investment vehicles for high-end, precision, and cutting-edge industries to support the data service industry.
