The Opinions also clarifies that all types of market entities are entitled to obtain corresponding benefits based on their respective rights to data resource possession, data processing and usage, or data product operation. Individuals are now allowed to authorize data processors or third-party custodians to utilize data containing personal information.
III. Promoting the Realization of Data Asset Values
The Opinions stipulates that the Beijing Big Data Center shall carry out the registration of public data assets and support the Beijing International Big Data Exchange in providing registration services for social data assets. It also calls for the active exploration of new means of financial innovation involving data assets, such as share purchase, financing, and trusts using data assets.
Ⅳ. Deepening the Development and Utilization of Public Data
Regarding the improvement of the system for the opening-up of public data, the Opinions promotes on-demand opening-up and encourages the conditional, cost-free use of data through the Public Data Open Innovation Base. In terms of the authorized operation of public data special zones, the Opinions calls for the accelerated construction of public data zones in fields such as healthcare and transportation by duplicating the experience from the financial zone, and advance conditional, compensated use to foster a virtuous cycle.
V. Cultivating and Developing the Data Element Market
The Opinions requests to enhance the operational capacity of the Beijing International Data Exchange, advance the price formation mechanism for the data element market, and establish social data special zones. It also proposes to guide the effective aggregation of social data, and use market-based methods to optimize data supply, enhance data circulation, and activate data value.
VI. Developing the Data Service Industry
The Opinions supports qualified enterprises and institutions in establishing data groups, data companies, and data research institutes in Beijing. In terms of innovation in data technology products and business models, it promotes full-stack technological R&D and commercialization of research outcomes across the entire data chain, which includes data production, circulation, transaction, and governance. It also calls for the further advancement of innovative policies, such as those for the opening-up of application scenarios for city-wide smart city and digital government development.
Ⅶ. Take the Lead in Implementing the National Foundational Data Systems
The Opinions supports the establishment of cross-border/boundary data laboratories. It calls for building data training bases and exploring the circuit trial mechanisms for data-related cases, and establishing a data arbitration center. The Opinions also promotes the construction of globally oriented, open, and equitable data infrastructure through technologies such as the next-generation Internet based on IPv6, the Data Switching Service Network (DSSN) based on Digital Object Architecture (DOA), and the Trustworthy Data Space (TDA).
VIII. Strengthening the Security Supervision and Regulation of Data Elements
The Opinions promotes the development of the credit system for the data element market. It also calls for the optimization of the data business environment, and the establishment and improvement of systems governing the entire process of data production, circulation, and utilization.
IX. Implementing Supporting Measures
The Opinions stipulates the implementation of the Chief Data Officer (CDO) system, and the utilization of funds and investment vehicles for high-end, precision, and cutting-edge industries to support the development of the data service industry.
