In 2025, Beijing plans to establish two or three global, iconic business districts with revenues of over CNY 100 billion, with 3,000 first stores to be introduced by the end of 2025. This move is expected to perfectly conclude the first phase of the initiative for building Beijing into an international center for consumption.

Beijing will promote the construction of four international consumption experience zones, namely Wangfujing-Xidan-Qianmen, CBD-Sanlitun zone, Universal Beijing Resort-Grand Canal, and Lize-Capital Business New Area. It aims to build two or three global iconic business districts with revenues of over CNY 100 billion and complete the renovation and upgrade of Zhongguancun and 11 other key business districts in the city. In the meantime, the city will advance the progress of projects such as the 2nd phase of Beijing Fun, Wanli Commercial Complex, and the 2nd (Capital International Exhibition and Convention Center) and 3rd phases of the China International Exhibition Center, accelerate the investment attraction and commencement of operations of the Longfu Temple business district, and expedite the deeper-level integration of commerce, tourism, culture, and technologies in the Wangfujing business district.

Also, Beijing will develop over 10 demonstration business districts marked by the integration of the commerce, culture, tourism and sports sectors, through the deep integration of the consumer scenarios related to sub-districts, mountains, waterfront, performances, contests, and nighttime activities and digital consumption, with cultural, tourism, sports, and commercial facilities nearby.

Leveraging the demonstrative roles of Hongqiao Market, Wangfujing No. 19, NANYANG 5Lmeet, and other incubators of new consumption brands, Beijing will seek to cultivate more than 100 new consumption brands by the end of this year. The city will build around 50 museums for time-honored brands, bringing the number of national and municipal-level intangible cultural heritage items respectively to around 50 and 90. Moreover, a total of about 150 "Beijing Time-Honored Brand" craftsmen will be recognized and the number of the "Beijing Time-Honored Brands" will reach around 300.

By the end of this year, approximately 500 renowned Chinese and foreign gastronomic brands will be introduced in this city, while efforts will be made to facilitate the development of distinctive dining blocks in the six urban districts, Beijing Municipal Administrative Center, and the new towns in the flatlands. This will bring the number of "Nighttime Dining" distinctive dining blocks to over 30.

Beijing encourages renowned Chinese and foreign brands to open their first stores, flagship stores, experience stores, and customized centers in it. The city also supports the opening of flagship stores of key and exclusive luxury brands, aiming to see the establishment of 3,000 first stores by the end of 2025.

Beijing will innovatively boost digital consumption through multiple endeavors. First, more than three specialized information consumption experience centers in each district are planned to be established, with approximately 30 "Beijing Specialized Live-Streaming Digital Commercial Bases" to be recognized by the end of 2025. Second, 100 new themed travel routes will be launched around the year. The "Rural Homestay +" campaign will be expedited to improve the quality of the National Key Rural Tourism Villages and Towns such as Badaling, Longwantun, and Shidu, while towns like Tanzhesi, Zhoukoudian, and Shicheng will receive support to be upgraded into the National Key Rural Tourism Villages and Towns. Efforts will also be made to enhance the clustering effects regarding sports consumption in areas such as Shougang Park, Wukesong, the New Workers' Stadium, and the Olympic Park.
