The Confirmation Notice of Passenger Car Plates Allocation for Individuals shall be printed and presented if the individual needs to go through passenger car registration, declare vehicle purchase tax at tax departments, handle invoice verification of second-hand vehicles at market regulation administrations, notarize vehicle donation at notarial offices, and go through the formalities of registration, transfer registration and change registration of vehicles transferred to Beijing Municipality at vehicle management departments.

Applicants can also take their valid identity certificates and relevant photocopies to the nearest district public service desks in Beijing Municipality to fulfill this process.

The Confirmation Notice of Passenger Car Plates Allocation for Households is valid for 12 months. Applicants from the household shall have all formalities handled at tax departments, market regulation administrations, or vehicle management departments within the 12 months of the Confirmation Notice's validity. Such formalities include issuing certificates to prove the payment of vehicle purchase tax, tax-free certificates, invoices for second-hand vehicle sales, or vehicle registration. Failure of going through the procedures before expiration shall be deemed as waiving the allocated plates.

Foreigners who are confirmed to be qualified for the application can apply for passenger car plate allocations.

Regarding the application of a household, the applicant from the household may apply for a plate of either a new energy vehicle or an ordinary vehicle, or only a plate for an ordinary vehicle. Applicants who apply for a plate of a new energy vehicle or an ordinary vehicle shall first participate in the allocation of new energy vehicle plates on May 26. The applicant, if receiving a plate for new energy vehicle, shall not participate in the allocation of plates for ordinary vehicles; otherwise, the applicant can continue to participate in the allocation of ordinary vehicle plates. Applicants shall fill in the identity information, marital status, and information of the spouse of the main applicant of the household and then fill in the identity information, marital status, and information of the spouse of the alternative applicant. All information shall be filled in truthfully. After the information of all applicants from one household is completed and approved, applicants can confirm their application intent. (Note: Under the impact of the COVID-19 pandemic, the application intent shall be temporarily conducted after the allocation results of household applications are issued if the applicant from a household is a foreigner. This foreigner applicant shall take his/her valid identity certificates to confirm the application intent, according to the system instructions, at a district public service desk in Beijing.)

Handling by an agent: If the application is handled by an agent, a letter of authorization, valid identity certificate of the agent, and proof of immediate relation with the main applicant (Household Register or Marriage Certificate) shall also be submitted, in addition to the above-mentioned certificates and materials.

For a household that obtains a license plate by the ranking of household credits or lottery, the verification of kinship and marital relationship shall be conducted by the population management departments of public security organs and civil affairs departments in Beijing Municipality.

Notarization of marriage and family relations

For some households, if the family kinship and marital relationship cannot be verified through data exchange, the plates allocation management departments shall notify the applicants of the household via a designated website.

If additional supporting materials to prove the marital relationship are required, the registered vehicle owner or transferee of the vehicle shall have the relationship verified at the designated service desks of civil affairs departments, following related notifications and instructions, before the application.

If the family kinship or marital relationship cannot be verified through data exchange and designated service desks of civil affairs departments, the main applicant of the household, following related notifications and instructions, can voluntarily apply for the notarization of kinship or marital relationship at the notarial offices in Beijing Municipality. If the family kinship or marital relationship still cannot be verified by the notarial offices according to the law, applicants can voluntarily apply for the notarization of the relationship statement.
