Social Insurance Enrollment for Foreign Nationals Working in Beijing

I. Eligibility Requirements

According to the Interim Measures for Social Insurance System Coverage of Foreigners Working within the Territory of China (2024 Revision), any foreigner applying to participate in the social insurance program in Beijing must meet the following requirements:

1. Requirements Regarding Legal Status and Employment  

The applicant must be a non-Chinese national and meet the following conditions:  

The applicant has legally obtained an employment document (such as a Foreigner's Work Permit of the People's Republic of China or a Press Card) and a residence permit for foreigners, or a Foreign Permanent Resident ID Card.

The applicant must be lawfully employed within the Chinese mainland (including the case where the applicant has been dispatched by an overseas employer to work in a branch or representative office registered or established within Beijing).

2. Eligible Individuals to Get Insured 

Foreigner employed by a Beijing-based employer: This term refers to any foreign national employed by an organization (employer) that is lawfully registered or established in Beijing and is obligated to ensure its employees' enrollment in the social insurance program. Such organizations include enterprises, public institutions, and social organizations.

Individual dispatched from overseas: This term refers to any foreign national who, after entering into an employment contract with an overseas employer, is dispatched to a branch or representative office in Beijing. For these foreigners, their Beijing-based workplace shall handle their participation in the social insurance program.

3. Other Special Requirements

If the foreign national's home country has signed a bilateral or multilateral social insurance agreement with China, such agreements shall prevail.

For a foreign employee, his/her employer or workplace (which must be based in the Chinese mainland) shall complete the social insurance registration within 30 days from the date the employment document is issued.

Foreign nationals meeting the aforementioned requirements may participate in the basic pension insurance for employees, basic medical insurance for employees, work-related injury insurance, unemployment insurance, and maternity insurance. The social insurance premiums shall be paid by both the employers (or the workplaces based in the Chinese mainland) concerned and the foreign nationals in accordance with the relevant provisions.

II. Materials Required

1. When applying with a passport: The applicant must provide his/her passport, work permit/employment document/residence permit, as well as the Social Insurance Registration Form.

2. When applying with a Foreign Permanent Resident ID Card: The applicant only needs to fill out the Social Insurance Registration Form; no other documents are required.

III. Application Process

Note: For any foreign employee, the employer shall apply for the social insurance on behalf of the employee within 30 days from the date the employment document is issued.

1. A staff worker responsible for social insurance matters of the employer/workplace shall bring the required documents to the social insurance center.

2. The staff at the center shall verify the materials and then enter the information to create a social insurance account for the employee concerned.

3. Once the account is established, the insured person will receive an SMS notification confirming the successful enrollment.

4. Starting from the month following the completion of the procedure, the employer and the employee shall jointly make contributions, and the coverage for pension, medical, and other applicable insurances will take effect.
