The 16th Conference of the Parties (COP16) to the United Nations Convention on Biological Diversity convened on October 21 and will run until November 1, 2024 in Cali, Colombia. At the 8th Summit for Subnational Governments and Cities held on October 26, an official parallel event to COP16, Mentougou District became Beijing's first administrative district to join the "CitiesWithNature" initiative.

CitiesWithNature is a platform for cities worldwide to share knowledge and present cases. It was established by ICLEI – Local Governments for Sustainability in conjunction with the International Union for Conservation of Nature and the Nature Conservancy with the support of the United Nations Environment Programme and the Secretariat of the United Nations Convention on Biological Diversity.

Mentougou District is an important ecological conservation area in the west of Beijing, endowed with various natural and semi-natural forest, thicket, meadow, river, lake, and wetland ecosystems. It is one of Beijing's seven biodiversity centers.

Mentougou has integrated biodiversity conservation into its green and high-quality transformation and development, actively promoting the mainstreaming of biodiversity conservation through a series of measures such as releasing a district-level action plan for biodiversity conservation, developing a nature reserve system represented by Baihua Mountain National Nature Reserve, implementing a systematic rescue project for endangered species, and establishing Beijing's first national-level station for monitoring, prevention, and control of animal epidemic diseases.
