According to the visa exemption agreement, Turkish nationals holding diplomatic, service, special, or public ordinary passports are eligible for visa-free entry. However, those with private ordinary passports need to apply for a visa. If your layover in Beijing is only 9 hours, you may apply for the 24-hour visa-free transit.

To apply for the 24-hour visa-free transit, you must:

1. Hold an international travel document with a remaining validity period of no less than 3 months;

2. Have an onward ticket for departing to a third country/region in 24 hours (with a confirmed seat).

You need to apply at the counter handling temporary entry services at an immigration inspection station in Beijing, where a police officer on duty will review your application. The result shall be subject to the on-site review.

If you remain within the airport quarantine area without exiting, you may be exempt from undergoing border inspection procedures. The airline will assist you in completing the necessary international transfer formalities and ensure a smooth transition to your connecting flight. Please notice that this only applies to trips by flights, ships and trains (not those made by foot, cars or through land ports).
