Extending License Renewal, Examination, and 'Proof of Physical Condition' Submission

Motor vehicle drivers holding a driving license issued by this Municipality who are unable to renew their license, undergo examinations, or provide the necessary medical certificate before a given deadline due to military service, going abroad, or other reasons, may apply for an extension.

The extension period shall not exceed three years. During this period, the driver is prohibited from operating a motor vehicle.

1. The identity document of the motor vehicle driver. If an agent submits the application on the driver's behalf, the agent's identity certificate must also be submitted. A letter of authorization may be submitted separately if the applicant's signature is missing from the application form. If the application has been made online through the "Jiaoguan 12123" traffic management app, a paper power of attorney is not required.

2. One photo of the driver.

Photo Requirements:

The photo must be a straight-edged, front-facing, full-color, upper-body portrait of the applicant alone, without headwear, taken no more than six months before the driver's license application. The background must be white, and the applicant should not be wearing uniforms. The image must be clear, well-defined and natural, without any obvious distortion.

The photo size should be 32mm×22mm, equivalent to 1 inch, with the head width between 14mm and 16mm and the head length between 19mm and 22mm.

Steps:

Upon acceptance and review, applications that meet the specified requirements will proceed to document filing and data entry.

Address:

1. Diplomatic personnel and foreign nationals whose names, nationality, or ID have changed must apply at the Vehicle Management Office. Other overseas personnel may apply at the Vehicle Management Office and its branch offices.

2. Other individuals may apply at any of the following locations: the Vehicle Management Office, vehicle management branch offices, traffic management detachments, vehicle management stations of traffic management brigades, government service centers, or vehicle management service stations that handle driver's license services.

3. Registered users of the "Jiaoguan 12123" traffic management app may apply via the "Traffic Safety Comprehensive Service Management Platform" (www.122.gov.cn) or the "Jiaoguan 12123" traffic management app.

Office Hours:

The Vehicle Management Office and its branch offices, traffic management detachment, vehicle management stations of traffic management brigades: Monday to Friday 08:30-18:00, Saturday and Sunday 09:00-16:00 (except for statutory holidays).

The office hours of municipal and district government service centers are subject to their publicly posted schedules.

Definition of Identity Documents:

1. For residents of the Chinese mainland, identity documents refer to the Resident Identity Card or the Temporary Resident Identity Card.

2. For active military personnel (including the Armed Police Force), identity documents refer to the Resident Identity Card or the Temporary Resident Identity Card. Prior to the issuance of a Resident Identity Card, valid military identification documents issued by relevant military authorities, such as the Military Identity Card, the Civilian Cadre Card, the Soldier Card, the Certificate of Emeritus, and the Retirement Certificate, as well as the domicile certificate issued by the service member's unit at or above the regimental level, confirming their place of station in this Municipality, may serve as identity documents.

3. For residents of Hong Kong SAR and Macao SAR, identity documents refer to the Residence Permit for Hong Kong and Macao Residents. Alternatively, a valid Mainland Travel Permit for Hong Kong and Macao Residents or a People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, along with a residence registration certificate issued by the public security authority, may serve as identity documents, in which case submission is not required if electronic information verification has been successfully conducted.

4. For non-Chinese permanent residents of the Hong Kong SAR and Macao SAR, identity documents refer to the Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens) and the accommodation registration certificate issued by the public security authority, in which case submission is not required if electronic information verification has been successfully conducted.

5. For residents of the Taiwan region, identity documents refer to the Residence Permit for Taiwan Residents of People's Republic of China. Alternatively, a Mainland Travel Permit for Taiwan Residents valid for five years issued by the public security authority, or a People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, along with a residence registration certificate issued by the public security authority, may serve as identity documents, in which case submission is not required if electronic information verification has been successfully conducted.

6. For Chinese citizens residing abroad, identity documents refer to the Passport of the People's Republic of China and the residence registration certificate issued by the public security authority, in which case submission is not required if electronic information verification has been successfully conducted.

7. For foreign nationals, identity documents refer to a valid passport or other international travel document, a visa valid for stay or residence of three months or more, or a stay or residence permit, along with a resident registration certificate issued by the public security authority, in which case submission is not required if electronic information verification has been successfully conducted. Alternatively, the Foreign Permanent Resident ID Card may serve as an identity document.

8. For the personnel of foreign embassies and consulates in China, as well as the personnel of representative offices of international organizations in China, identity documents refer to the valid identification documents issued by the Ministry of Foreign Affairs.
