1. Proof of identity:

A. The proof of identity for residents of the Chinese Mainland refers to their Resident Identity Card or Temporary Resident Identity Card. The proof of identity for residents of the Chinese Mainland living outside the place of household registration refers to their Resident Identity Card or Temporary Resident Identity Card, and the residence certificate issued by the public security organ.

B. The proof of identity for military personnel  in active service (including armed police) refers to their Resident Identity Card or Temporary Resident Identity Card. Before their Resident Identity Card is issued, it refers to the valid military documents issued by the army such as the Army Identity Card, the Civilian Cadres Card, the Soldier Card, the Certificate of Emeritus, the Retirement Certificate, as well as the domicile certificate issued by the unit above the regimental level they are serving in;       

C. The proof of identity for the residents of the Hong Kong Special Administrative Region and Macao Special Administrative Region refers to the Residence Permit for Hong Kong and Macao Residents. For those who have not applied for the Residence Permit for Hong Kong and Macao Residents, their proof of identity shall be the Mainland Travel Permit for Hong Kong and Macao Residents that they hold upon their entry into the Chinese Mainland or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, the Hong Kong Permanent Identity Card and Macao Permanent Identity Card, as well as the residence registration certificate issued by the public security organ;

D. The proof of identity for the residents of Taiwan refers to the Residence Permit for Taiwan Residents of People's Republic of China. For those who have not applied for the Residence Permit for Taiwan Residents, their proof of identity shall be the Mainland Travel Permit for Taiwan Residents with a valid term of five years and issued by the public security organ, or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs as well as the residence registration certificate issued by the public security organ;

E. The proof of identity for overseas Chinese refers to the Passport of the People's Republic of China and the residence registration certificate issued by the public security organ;

F. The proof of ientity for overseas people refers to their passport or other travel documents, a valid visa with at least 3 months of period of stay, a stay permit or residence permit they hold upon their entry into China, as well as the resident registration certificate issued by public security authorities; the proof of identity for those overseas people who have obtained the permanent residency refers to their Foreigner's Permanent Residence Card.

G. The proof of identity for the personnel of foreign embassies and consulates, and representative offices of international organizations in China refers to the valid identity documents issued by the Ministry of Foreign Affairs.

2. The Proof of Physical Condition:

Issued by medical institutions above the county level designated by the Beijing Municipal Health Commission or the medical institutions above the regiment level designated by the Armed Forces and Armed Police Forces;

3. Five photos of the motor vehicle driver:

The applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length, full-color and against a white background, and shall be taken within 6 months before applying for a motor vehicle driving license. The applicant shall not wear uniform when taking the photo; the portrait shall be clear and stereoscopic, have natural appearance and be without obvious distortion. The dimensions of the photo shall be 32mm×22mm (equivalent to 1 inch). The head width shall range from 14mm to 16mm, and the head length, from 19mm to 22mm.

Applicants who are students receiving a full-time driving vocational education and applying for adding large buses and tractors into the types of vehicles allowed shall also submit a proof of student status issued by schools.

Locations:

1. The applications of overseas people shall be handled in the Vehicle Management Office of Beijing Municipal Traffic Management Bureau (hereinafter referred to as the “Vehicle Management Office”).

2. The applications of residents of the Chinese Mainland and those who have applied for the Residence Permit for Residents of Hong Kong, Macao and Taiwan shall be handled in the following locations:

Applications for adding large buses and large trucks into the types of vehicles allowed shall be handled in the Jingfeng Branch of the Vehicle Management Office, the Jingnan Branch of the Vehicle Management Office and the Jingbei Branch of the Vehicle Management Office.

Applications for adding tractors and city buses into the types of vehicles allowed shall be handled in the Jingnan Branch of the Vehicle Management Office.

Applications for adding medium-sized buses into the types of vehicles allowed shall be handled in the Jingfeng Branch, Jingnan Branch and Jingbei Branch.

Applications for adding other types of vehicles allowed can be handled in branches of the Vehicle Management Office.

Those who hold a motor vehicle driving license issued by Beijing Municipality and apply for the addition of types of vehicles allowed shall meet the following requirements:

1. Requirements for age:

A. Those who apply for the operation of small cars, small automatic transmission cars, small automatic transmission passenger vehicles for disabled people and mopeds shall be above 18 years old and under 70 years old;

B. Those who apply for the operation of low-speed trucks, three-wheeled cars, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles or wheeled self-propelled machinery vehicles shall be above 18 years old and under 60 years old;

C. Those who apply for the operation of city buses, large trucks, trolley buses or trams, shall be above 20 years old and under 50 years old;

D. Those who apply for the operation of medium-sized buses shall be above 21 years old and under 50 years old;

E. Those who apply for the operation of tractors shall be above 24 years old and under 50 years old;

F. Those who apply for the operation of large buses shall be above 26 years old and under 50 years old;

G. Those who are students receiving a full-time driving vocational education and applying for the operation of large buses and tractors shall be above 20 years old and under 50 years old.

2. Requirements for physical conditions:

A. Height: The applicants who apply for the operation of large buses, tractors, city buses, large trucks, and trolley buses shall be over 155 cm tall. The height of those who apply for the operation of medium-sized buses shall be at least 150 cm tall;

B. Visual acuity: For those who apply for the operation of city buses, large trucks, trolley buses or trams, the naked or corrected vision of both eyes shall be at Grade 5.0 or above on the Standard Logarithmic Visual Acuity Chart. For those who apply for other types of vehicles allowed, the naked or corrected visual acuity of both eyes shall be at Grade 4.9 or above on the Standard Logarithmic Visual Acuity Chart. For drivers with monocular visual impairment, if the naked vision or corrected vision of the eye without visual impairment is at Grade 5.0 or above on the Standard Logarithmic Visual Acuity Chart, and the horizontal field of view reaches 150 degrees, they can apply for driving licenses for the operation of small cars, small automatic transmission cars, low-speed trucks, three-wheeled cars, and small automatic transmission passenger vehicles for disabled people;

C. Chromatic discrimination: No red-green blindness;

D. Hearing: Both ears of applicants can distinguish the direction of the sound source when applicants are 50 cm away from the tuning fork. Those who are hearing impaired but can meet the aforementioned requirement by wearing hearing aids can apply for driving licenses for the operation of small cars and small automatic transmission cars;

E. Upper limbs: The thumbs of both hands shall have no functional impairment. Among the other fingers of each hand, three fingers shall have no functional impairment. Additionally, limbs and fingers shall have a normal range of motion. However, those with incomplete distal segments of fingers or three sound fingers on their left hands, and have complete palms on both hands can apply for the driving licenses for the operation of small cars, small automatic transmission cars, low-speed trucks, and three-wheeled cars;

F. Trunk and neck: no impairment in movement;

3. In case any of the following situations occur, applications for the operation of large buses, tractors, city buses, medium-sized buses, large trucks will not be accepted:

A. If a traffic accident causes death, in which the motor vehicle owner bears equal or higher responsibilities;

B. Driving a motor vehicle after getting drunk;

C. The motor vehicle driving license has been revoked or canceled for less than ten years.

4. Requirements for the driving experience and accumulated points of the applicants:

Those who have already held a motor vehicle driving license and apply for the addition to the types of vehicles allowed shall not have an accumulation of 12 points during the scoring period, or the most recent scoring period before the application, and shall take the corresponding examination.

Those who apply for the addition of types of vehicles allowed of medium-sized buses, tractors and large buses shall also meet the following requirements:

A. Those who apply for the addition of the types of vehicles allowed of medium-sized buses shall have obtained the qualification to operate city buses, large trucks, small cars, small automatic transmission cars, low-speed trucks or three-wheeled vehicles for more than three years before filing the application. Additionally, their accumulated points in recent three consecutive scoring periods shall not have reached 12.

B. Those who apply for the addition of the types of vehicles allowed of tractors shall have obtained the qualification to operate medium-sized buses or large trucks for more than three years, or have obtained the qualification to operate large buses for more than one year. Additionally, their accumulated points in recent three consecutive scoring periods shall not have reached 12.

C. Those who apply for the addition of the types of vehicles allowed of large buses shall have obtained the qualification to operate city buses, medium-sized buses or large trucks for more than five years, or have obtained the qualification to operate tractors for more than two years. Additionally, their accumulated points in recent five consecutive scoring periods shall not have reached 12.

D. Students who are receiving a full-time driving vocational education and have obtained the qualification to operate small cars in school, and have not accumulated 12 points in this scoring period as well as the most recent scoring period before the date of application can apply for the addition of the types of vehicles allowed of large buses and tractors.

Note: After a motor vehicle driver has had the cancellation of the highest class of the  type of vehicles allowed stated on his/her driving license and has downgraded and renewed it accordingly, if he/she applies for the addition of the canceled type of vehicles, he/she shall not have an accumulation of 12 points in this scoring period as well as the most recent scoring period before the date of application. Additionally, no traffic accident that has caused deaths and in which he/she assumes equal or higher responsibilities has happened.

In case any of the following situations occur, applications for the operation of large buses, tractors, city buses, medium-sized buses, and large trucks will not be accepted:

1. If a traffic accident causes death, in which the motor vehicle owner bears equal or higher responsibilities;

2. Driving a motor vehicle after getting drunk;

3. The motor vehicle driving license has been revoked or canceled for less than ten years.
