Holders of motor vehicle driving licenses issued by Beijing municipal authorities shall, within 90 days before the license expires, apply for renewal and undergo verification. They shall meet the following requirements:

i. Holders of licenses for large buses, heavy-duty trailer tractors, city buses, medium-sized buses or large trucks have no demerit points recorded in the current scoring cycle; or holders of licenses for other permitted vehicle categories have accumulated fewer than 12 demerit points in the current scoring cycle;

ii. Holders of licenses for large buses, heavy-duty trailer tractors, city buses, medium-sized buses or large trucks who have demerit points recorded in a scoring cycle; and holders of licenses for other permitted vehicle categories who have caused fatalities in traffic accidents and bear equal or greater liability but whose licenses have not been revoked, shall have completed verification education;

iii. The applicant has no unresolved road traffic safety violations or traffic accidents;

iv. The applicant's physical condition meets the requirements for driving permission;

v. Motor vehicle drivers aged 70 or above shall pass capability tests covering memory, judgment and reaction;

vi. The motor vehicle driving license shall not be subject to legal seizure, detention, suspension, revocation, cancellation or annulment.

Where drivers holding motor vehicle driving licenses issued by other provinces or municipalities are applying for renewal prior to expiry and verification in Beijing, they shall, in addition to meeting the above requirements, complete transfer-in renewal of the license at the same time.

Processing Locations

i. Diplomatic personnel, persons from outside the Chinese mainland with changes in name, nationality or identity documents, and persons from outside the Chinese mainland aged 70 and above shall complete the formalities at the General Vehicle Administration Office. Other persons from outside the Chinese mainland may complete the formalities at either the General Vehicle Administration Office or its branches. Holders of new Foreign Permanent Resident ID Cards whose driving license numbers have been updated to the numbers on such identity cards may complete the formalities at vehicle administration stations of traffic sub-bureaus and brigades, as well as vehicle administration windows stationed in municipal and district government service centers.

ii. Motor vehicle drivers aged 70 and above shall pass capability tests covering memory, judgment and reaction at a branch vehicle administration office before completing the formalities. All other applicants may choose any of the following: the General Vehicle Administration Office, its branches, vehicle administration stations of traffic sub-bureaus and brigades, vehicle administration service stations authorized to handle driving license business, postal agency service points and government service centers.

iii. Registered users of the "Traffic Management 12123" (交管12123) mobile app may apply through the Comprehensive Traffic Safety Service & Administration Platform (交通安全综合服务管理平台) or the "Traffic Management 12123" mobile app. Drivers aged 60 and above may use their relatives' or friends' "Traffic Management 12123" app accounts and have such relatives or friends complete the formalities on their behalf via the "Traffic Management 12123" mobile app.

iv. After completing license renewal formalities, applicants may log on to their personal "Traffic Management 12123" app accounts to apply for an electronic motor vehicle driving license. Those who already hold an electronic driving license shall re-apply for it.

Office Hours

The General Vehicle Administration Office and its branches, and vehicle administration stations of traffic sub-bureaus and brigades: 08:30-18:00 from Monday to Friday, 09:00-16:00 on Saturdays and Sundays (except national statutory holidays);

The office hours of municipal and district government service centers shall be subject to their publicly announced schedules.

i. Identity document of the motor vehicle driver. If an agent applies on behalf of the applicant, the agent's identity document shall also be submitted. If the application form bears no signature of the applicant, a letter of authorization shall be submitted separately. If online authorization has been completed via the "Traffic Management 12123" mobile app, no paper letter of authorization is required.

ii. Physical Condition Certificate for Motor Vehicle Drivers issued by medical institutions with health examination qualifications designated by the Beijing Municipal Health Commission, including hospitals at or above Grade II, township health centers, community health service centers and health examination centers, or by medical institutions at or above the regimental level designated by the Chinese People's Liberation Army or the Chinese People's Armed Police. Holders of licenses for small automatic transmission passenger vehicles for persons with disabilities shall submit the certificate issued by a specialized medical institution designated by the Beijing Municipal Health Commission. Submission shall be waived if the information is submitted and transmitted online.

iii. Three photographs of the motor vehicle driver. Photo specifications: a straight-edged, full‑face, bare-head, color half‑length individual portrait taken within six months prior to application; plain white background; no uniform clothing; clear facial features, rich gradation, natural facial expression, and no noticeable distortion. 

Size: 32 mm × 22 mm (approx.1‑inch photo); head width: 14 mm‑16 mm; head length: 19 mm‑22 mm.

A processing fee of 10 yuan for a motor vehicle driving license.

Handling Procedures

Acceptance and review — Where the application complies with the applicable requirements, the competent authorities shall collect and retain the submitted documents and input the information, and then issue the renewed motor vehicle driving license.

i. For residents: Resident ID Card or Temporary Resident ID Card;

ii. For active-duty military personnel (including members of the Chinese People's Armed Police): Resident ID Card or Temporary Resident ID Card issued in Beijing. Before a Resident ID Card is obtained: valid military identity documents issued by competent military authorities, such as the Military Officer's Certificate, Civilian Cadre's Certificate, Soldier's Certificate, Veteran Cadre's Certificate, Retiree's Certificate, and a certificate of the unit's garrison address in Beijing issued by their unit at or above the regimental level.

iii. For residents of China's Hong Kong Special Administrative Region and Macao Special Administrative Region: Residence Permit for Hong Kong and Macao Residents; or the Mainland Travel Permit for Hong Kong and Macao Residents or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs, together with an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically.

iv. For non-Chinese persons who are permanent residents of China's Hong Kong Special Administrative Region or Macao Special Administrative Region: the Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Nationals), together with an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically.

v. For residents of China's Taiwan region: Residence Permit for Taiwan Residents; or the five-year valid Mainland Travel Permit for Taiwan Residents issued by public security authorities or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs, together with an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically.

vi. For Chinese citizens residing abroad: Passport of the People's Republic of China, together with an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically.

vii. For foreigners: a valid passport or other international travel documents, a valid visa, stay permit or residence permit with a stay period of three months or longer, plus an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically; or the Foreign Permanent Resident ID Card.

viii. For staff members of foreign embassies, consulates, and representative offices of international organizations in China: valid identity documents issued by the Ministry of Foreign Affairs.
