How Do Foreign Nationals Register Marriage in China After 'Nationwide Marriage Registration' Reform?

The newly revised Marriage Registration Regulations (婚姻登记条例) came into effect recently. Key changes, such as nationwide access to marriage registration services and the removal of the requirement to present a household register (户口本) for marriage registration, have made it more convenient for the public to complete marriage registration procedures.

So, how can foreigners, Hong Kong/Macau/Taiwan residents, or overseas Chinese complete marriage registration now?

Following the implementation of nationwide marriage registration services, if one party is a Chinese mainland resident and the other party is a foreign national, a Hong Kong/Macau/Taiwan resident, or an overseas Chinese, their marriage registration, divorce registration, or reissuance of marriage certificate(s) can be processed at any marriage registration authority with the relevant jurisdictions. These procedures are no longer restricted to the location of where the mainland resident concerned registered his/her household.

It should be noted that if one party is a foreign national and the other is a Hong Kong/Macau/Taiwan resident or an overseas Chinese, or if both parties are Hong Kong/Macau/Taiwan residents or overseas Chinese, they shall complete the marriage registration at a marriage registration authority with appropriate jurisdiction in the place where they work or reside.
