The OPC Ecosystem Innovation Conference was successfully held in Beijing E-Town on July 14. As a major highlight, the "model voucher" real-time subsidy platform was officially launched. It is the first of its kind in China to enable instant voucher redemption across multiple model calls.

The platform is open to enterprises legally operating in Beijing E-Town. When companies purchase model services through the platform, they can enjoy additional subsidies on top of collective purchasing discounts, with subsidies of up to 65 percent.

Beijing E-Town aims to translate policy benefits into tangible support for enterprises exploring AI applications through its "buy and subsidize instantly" mechanism. In the long run, this mechanism is expected to drive progress on three fronts:

• Fostering an open and inclusive innovation ecosystem that allows innovators to focus on R&D and products;

• Cultivating new quality productive forces by lowering the barriers to AI entrepreneurship and transformation, encouraging new business models such as one-person companies, and expanding the base of market players;

• Supporting the development of Beijing E-Town as a comprehensive AI city with a complete collaborative system, thereby creating a virtuous cycle of industrial agglomeration.

The platform was designed with due consideration to enterprises' actual needs, effectively removing three long-standing hurdles in the subsidy application process.

The platform-based approach solves the problem of fragmented model resources. JD Cloud Lingjing integrates mainstream commercial models, open-source large models, and a full suite of AI tools, enabling centralized display, unified billing, and subsidy settlement. Enterprises can complete model selection, resource invocation, business integration, and operations management through a single entry point.

The real-time mechanism eliminates the slow subsidy issue. Subsidy funds are offset instantly when enterprises invoke model resources — no advance payment and no waiting.

The user-friendly design tackles the cumbersome application process. The platform connects with E-Town's big data platform, which automatically verifies corporate credit and other information through the backend system. This eliminates the need to contact sales or sign separate agreements, greatly enhancing convenience and lowering application costs.

As the main hub for high-tech industries in the capital and a major platform of the "three science cities and one demonstration area" for building the Beijing international innovation center, Beijing E-Town has already gathered over 800 core enterprises in the AI industry chain, with the industry scale exceeding 100 billion yuan. Moving forward, Beijing E-Town will continue to refine its convenient and efficient policy service system, expand the application scenarios for model vouchers, broaden the coverage of compliant model services, and bring more high-quality resources onto the platform. The computing power voucher subsidy will also be expedited, forming a dual voucher support framework combining "model + computing power". These efforts aim to foster a world-class business environment that is market-oriented, convenient, and internationally competitive, and to accelerate the development of a globally influential AI industry innovation hub.
