Leveraging its abundant foreign-related professional service resources, Beijing's Chaoyang District has established a full-chain service system for enterprises going global, featuring "one online platform + two offline centers + X outreach network". It has developed a comprehensive hub centered on professional services to empower enterprises' global expansion with brand-new support pathways. The online integrated service platform and two offline centers were officially put into operation nationwide on June 15 at the main forum of the 2026 Beijing CBD Forum.
The online integrated service platform connects to national and municipal-level platforms, and offers a full suite of functions such as policy inquiry, risk early-warning risk alerts, service provider directories, overseas liaison, and service reservation. Enterprises need only log in through a single portal to access one-stop services ranging from policy interpretation to project matchmaking.
The two offline international business support centers, forming a north-south dual-hub layout, provide services such as guidance on overseas direct investment (ODI) filing, professional consulting, and international exchange activities. The southern center is currently located at Topnew Tower and provides services via the CBD Reception Hall of the Beijing Belt and Road Comprehensive Service Platform. The northern center, situated in Wangjing Science and Technology Park, will occupy a dedicated space of approximately 1,000 square meters.
The "X outreach network" targets key manufacturing zones, delivering high-end professional services in compliance, taxation, finance, risk management, and more. By establishing a regular cross-regional coordination mechanism, it fills the professional service gaps faced by manufacturing enterprises going global, creating a new synergistic development model of "local industrial cultivation and Chaoyang-enabled professional support for global expansion".
Chaoyang District has selected 51 leading institutions across ten major sectors—including legal arbitration, accounting and taxation, financial services, and green and low-carbon development—to form a district-level professional service matrix for enterprises going global. These institutions will hold a collective signing ceremony at the Beijing CBD Forum and will subsequently be incorporated into the standardized platform management system.
To ensure the effective implementation of services, Chaoyang District has coordinated over ten functional departments to roll out supporting measures across multiple dimensions, including human resources support, legal services, cross-border data flow, and risk prevention and control, thereby building a full-chain collaborative service ecosystem characterized by "government guidance, market-driven operations, and multi-party participation".
