The Beijing Municipal Commerce Bureau recently issued the Three-Year Action Plan for High-Quality Development of Beijing's Convention and Exhibition Industry (2026-2028). The plan sets the goal of establishing a high-quality development framework for the convention and exhibition industry that highly aligns with the capital's strategic positioning by 2028. It also proposes to develop two to three distinctive industrial clusters and build an enterprise echelon, comprising two to three 1-billion-yuan-level enterprises, 20 to 30 100-million-yuan-level enterprises, and more than 100 10-million-yuan-level enterprises.
By 2028, Beijing aims to significantly enhance its brands' global profile and influence, while fostering a number of industry-leading, internationally recognized, and specialized convention and exhibition brands. The effectiveness and influence of the "four platforms"—the China International Fair for Trade in Services (CIFTIS), ZGC Forum, the Financial Street Forum and the Beijing Culture Forum—will continue to grow. Centered on the "15-minute convention and exhibition service circle", Beijing will establish a full-service support system to the highest standards so as to build a world-class development ecosystem for the convention and exhibition industry.
The plan rolls out five key initiatives with 24 targeted measures to comprehensively drive the quality improvement, upgrading and leapfrog development of Beijing's convention and exhibition industry. These include the initiatives to optimize industrial spatial layout and upgrade venue functions, strengthen support for key projects, promote the integration and empowerment of the convention and exhibition industry with other industries, and improve supporting services, among others.
