Beijing Releases Its 3.0 Plan for Comprehensive Supporting Reforms for Facilitating Cross-Border/Boundary Data Flows

At the Cross-Border Data Flow Innovation and Development Forum during the 2026 ZGC Forum, the 3.0 plan for Beijing's comprehensive supporting reforms for facilitating cross-border/boundary data flows was officially released, marking another systematic upgrade to the city's efforts for the governance of such data flows.

Focusing on key industries, the plan further underlines scenario-driven development. It focuses on six priority sectors (healthcare, artificial intelligence, intelligent connected vehicles, trade and logistics, tech finance, and commercial aerospace), calls for targeted policies for different sectors, and proposes to establish compliant pathways for data acquisition, processing, transmission and trading, to enable cross-border/boundary data flows to better empower coordinated development across entire industry chains.

In line with the development positioning of key functional areas, the plan also proposes to equip specialized zones with cross-border/boundary data service capabilities. Specifically, tailored cross-border/boundary data services will be developed in six types of distinctive zones: the BioPark, the Demonstration Zone for Integrated Legal and Commercial Services, the Central Business District, the Go Global Hub for Digital Enterprises, the International Data Hub Port, and the Comprehensive Bonded Zones.

In the future, Beijing will continue to advance reforms for the facilitation of cross-border/boundary data flows, making the efficient, convenient and secure cross-border/boundary circulation and utilization of data a highlight of the city as an international center for science and technology innovation and a global pacesetter in the digital economy.
