Upgraded 12345: Beijing to Build a Service Hall That Opens All Year Round

This year, Beijing will focus on enhancing the "Beijing Service" brand by optimizing services, transforming and upgrading, and deepening multiple reforms.

Beijing will upgrade the 12345 online platform to build a resilient service platform "built from one end" and "shared by multiple ends". In terms of assigning tasks, the directory for task assignment will be dynamically adjusted and the categorization of inquiries will be further refined. For processing and evaluation, the feedback and follow-up mechanisms for inquiries will be improved by optimizing the evaluation and reporting methods for inquiry handling, and strengthening tracking and supervision of unresolved issues. The enterprise hotline of 12345 is expected to become the hotline manager for micro and small-sized enterprises. Beijing will intensify efforts to address complex enterprise-related issues by analyzing typical cases to solve common problems faced by businesses.

Beijing will promote the transformation and upgrading of the municipal government service center, aiming to build a service hall open all year round. Focusing on the urgent needs of business development, Beijing will actively apply the "special issues discussed specifically" mechanism to facilitate coordination in approval services and promote the implementation of more projects for fruitful outcomes.

In terms of the collaborative development of the government services in the Beijing-Tianjin-Hebei region, Beijing will implement reforms such as that related to the notice and commitment system for application materials in Xiong'an New Area. The city will also enhance the coordination of the government services in Beijing Municipal Administrative Center and Sanhe City, Dachang Hui Autonomous County and Xianghe County in Hebei Province. The shared application of 620 types of electronic certificates will be accelerated, with efforts to be made to improve the quality and efficiency of electronic certificates, and achieve the unified and standardized processing of the applications for more than 20 mutually recognized qualifications or applications that can be "immediately handled by presenting relevant documents". The dynamic management characterized by "no differentiation in acceptance, same standard of processing" within the Beijing-Tianjin-Hebei Free Trade Zone will also be strengthened.

Beijing will also prioritize key service categories such as payment, communication, transportation, tourism, study, and life-related services for foreigners in Beijing, coordinating the implementation of service measures. Future efforts include studies for the convenient ticket purchasing for popular scenic areas, unification and standardization of foreign-related data collection, and improvement of the foreigner digital identity verification system for exploring the creation of a unified foreigner digital identity code. Additionally, there are plans to set up foreign-related service venues in regions with a high density of foreigners, such as Chaoyang, Shunyi, and Haidian.
