The Beijing Municipal Bureau of Economy and Information Technology recently issued the Beijing Action Plan for Promoting High-level Opening Up of Advanced and Sophisticated Industries (2025), proposing a total of 24 measures in five areas in this regard.

The Plan will support the development of new quality productive forces with foreign investment, promote the full-chain opening up of the city’s biopharmaceutical industry, and build a  high-standard and high-level international biopark. It also aims to further expand pilot programs for the opening up of the value-added telecommunications sector, enabling eligible foreign-invested enterprises to obtain operation licenses in fields such as internet data centers, content delivery networks, online data processing and transaction processing, and application stores.

Moreover, the Plan will encourage foreign-invested enterprises to integrate into Beijing's industrial innovation ecosystem, and support new-type industrial innovation institutions in cooperating with foreign-invested enterprises. It will also motivate foreign-invested enterprises to participate in key application scenarios such as the city’s High-Level Autonomous Driving Demonstration Zone and hydrogen energy projects, and facilitate mutual recognition and compatibility between domestic and foreign software products.

The Plan proposes to advance the implementation of the Qualified Foreign Limited Partnership pilot program, encourage foreign investment institutions to establish industrial investment funds in Beijing; facilitate foreign-invested enterprises' participation in overseas listings of domestic companies; and support foreign-invested enterprises in utilizing China's large-scale equipment renewal policy to carry out intelligent transformation and upgrading.

In terms of integrating foreign-invested small and medium-sized enterprises (SMEs) into the industrial ecosystem, services will be provided for foreign-invested innovative SMEs, including physical spaces, testing and verification, industry-university-research cooperation, talent introduction, and industry resource matchmaking. Supply-demand connection channels will be established to bridge foreign-invested SMEs and the city's leading enterprises in industrial chains, anchor enterprises in supply chains, and platform enterprises.

Focusing on supporting foreign investments in building Beijing into a benchmark city for digital economy, Beijing will provide services for foreign-invested enterprises to handle cross-border data business. Foreign-invested enterprises will enjoy the same support policies as their domestic counterparts for data asset verification, registration, trading, and formal inclusion in records.
