Thanks to the overlapping advantages of the policies of the economic zone, the free trade zone, and the comprehensive bonded zone, Beijing Daxing International Airport Economic Zone ("the Zone" for short) has become a new hot spot for the agglomeration development of enterprises.
Six Major Specialized Parks Make It Easier for Enterprises to Settle Down
Beijing Daxing International Airport was officially put into operation on September 25, 2019. Just over a year later, Beijing Free Trade Innovation Service Center ("the Center" for short) was officially opened, of which the main functions include industrial incubation, financial innovation, innovation demonstration, planning display, and supporting services for industrial parks.
The Center, together with the Regenerative Medicine Industrial Park, the Medical Device Industrial Park, the International Aviation Headquarters Park, the International Biopharmaceutical Park, and the 56 Degrees Rose Park, collectively form the six specialized parks of the Zone.
Currently, industrial parks spanning 420,000 square meters have been put into operation, with other parks covering 400,000 square meters currently under construction. Within three years, industrial parks covering a total of 1 million square meters are expected to be completed, to ensure that companies can quickly establish their presence there to immediately start R&D operations, production, and office work. The ultimate goal is to help companies settle down in these parks and achieve considerable growth.
Bond Benefits Save Corporate Costs by 30 Percent
The International Biopharmaceutical Park is located in the comprehensive bonded zone of the Zone, with a first-phase construction area of over 100,000 square meters, forming an industrial cluster covering the R&D and production of biopharmaceuticals and medical equipment.
Su Hanqi, General Manager of Beijing CRS Group, the first company to settle in the park, frankly stated that this was one of the best decisions the company has made. The company's raw materials mainly come from overseas. By transferring production and processing sections into the comprehensive bonded zone, R&D, equipment and raw materials are all bonded. Compared with operations outside the comprehensive bonded zone, this can save corporate costs by approximately 30 percent.
The benefits brought by the overlapping policies of the economic zone, the free trade zone, and the comprehensive bonded zone provide a fertile ground for the development of the life and health industry. Currently, companies such as Beijing CRS Group and Essentia BioSciences have settled in the park, laying a solid foundation for the gradual formation of a industrial cluster in the Daxing area of the Zone.
Power Administrative Approval Delegated for Over 300 Administrative Items
Beijing Daxing International Airport plays an important role in the coordinated development of the Beijing-Tianjin-Hebei region. The Zone leveraging the development of the airport covers a planned area of 150 square kilometers and includes three main areas: the aviation logistics area, the technological innovation area, and the service support area. In the Zone, many things need to be accomplished through cooperation between Beijing and Hebei.
Promoting collaborative development through innovatively optimized approval services, currently, Beijing and Hebei have delegated their provincial, municipal and district-level administrative approval powers for more than 300 items to the Daxing and Langfang areas of the Zone, where approval functions are centralized.
The approval process is also under optimization. A person in charge stated that the Daxing area of the Zone has significantly streamlined the approval process, reduced the approval time, and reduced the processing time from 20 to 30 working days to half a working day.
