Daxing District, as an essential part of the high-end industrial area in the China (Beijing) Pilot Free Trade Zone, seizes opportunities generated by the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones") to continuously accelerate the establishment of high-end platforms for opening-up, such as the Beijing Daxing International Airport Economic Zone (Daxing), Beijing China-Japan Innovation & Cooperation Demonstration Zone, Daxing International Hydrogen Energy Demonstration Zone, Daxing Biomedicine Industrial Base, and Beijing Commercial Aerospace Industrial Base. The district carries out pilot programs to promote the development of key industries, covering medicine and health, new-generation information technology, intelligent equipment, and scientific and technological services. At the same time, it also forms a diversified open ecology of mechanism innovation, policy breakthroughs, and service improvement to establish a new high ground for institutional innovation and opening up in the south of Beijing.

Daxing Cluster makes every effort to promote the development of the biomedical industry. The cluster proactively introduces major projects such as the new campus of Capital Medical University and Capital Medical Innovation Center and facilitates the establishment of the Beijing Stock Exchange Daxing Service Center. Besides, it has improved financial service systems to help list Beijing Hotgen Biotech Co., Ltd. on the STAR market (science and technology innovation board) and Biocytogen Pharmaceuticals (Beijing) Co., Ltd. on the main board of HKEX. In the past two years, more than 200 national high-tech enterprises and nearly 50 specialized, high-end and innovation-driven businesses that provide distinctive products or services have settled in Daxing Biomedicine Industrial Base. Here, the output value of the biomedical industry exceeded CNY 160 billion in 2021, accounting for 40 percent of the gross output value of the biomedical industry in Beijing.
