Beijing remains the top nationwide in comprehensive strength of intellectual property rights (IPR). Since the development of "Two Zones", Beijing has made great efforts to align its IPR protection with the international standard, provide media for the aggregation and opening-up of factors of production, and improve the high-standard professional service system, in a bid to better its globally competitive IPR protection environment.

In the development of "Two Zones", the IPR protection environment in Beijing has been optimized with both administrative and judicial protection. Meanwhile, Beijing has stepped up efforts to innovate the IPR protection mechanism, and piloted the delegation of adjudication power over patent infringement cases to clusters of the China (Beijing) Pilot Free Trade Zone. It has also built a multi-level comprehensive service network through setting up service desks for trademark application and pledge registration in the free trade zone, so as to provide targeted services for key industries as well as innovation-driven micro, small and medium enterprises. To optimize the layout of IPR services, 17 new trademark and brand guidance stations have been established to inform enterprises of trademark-related policies and regulations.

Beijing will continue to introduce international resources and factors, help build international IPR protection organizations, mobilize enterprises in need of overseas IPR protection, and promote collaborative IP creation, protection and application. In addition, it has put in place China's first overseas IPR public service database, removing barriers to overseas information and supporting enterprises in safeguarding IPR overseas.
