Recently, Chaoyang District has been identified as one of the first national export bases for human resources (HR) service, and become the first of its kind in Beijing.

HR service trade in Chaoyang District covers all business forms of HR services, including job recruitment, HR consulting, senior talent sourcing and talent assessments. Enterprises conducting such trade have established overseas branches in dozens of countries and regions such as the United Kingdom, the United States, the Netherlands, Japan and Singapore. In 2021, the total volume of HR service trade in Chaoyang District reached USD 546,769,700 as it served 12,754 employers and more than 760,000 employees.

Building on China Beijing Human Resources Service Industrial Park (Chaoyang), Chaoyang District will then formulate and issue relevant supporting policies to accelerate the transformation and upgrading of HR service trade, establish overseas branches for a global service network, and organize special recruitment activities for overseas talent and students. Hence, it can strive to build the base into an important carrier of HR service trade and a HR service export cluster for the development of "Two Zones" in Chaoyang District.
