Since the launch of the China (Beijing) Pilot Free Trade Zone (BFTZ), Beijing Customs has made efforts through institutional innovation to promote the "five key projects", namely building Beijing into an international center for innovation; making progress in building the "Two Zones"; developing the digital economy; stimulating and creating new demand through supply-side structural reform; and making greater headway with Beijing-Tianjin-Hebei coordinated development through relocation of functions non-essential to the role of the capital. It has given full play to the combined strengths of the comprehensive bonded zone policies to build the Tianzhu Comprehensive Bonded Zone (the Zone) as a pacesetter and an example in the building of BFTZ.  

Through a variety of innovative regulatory models, such as "Entry Before Declaration", automatic verification and release of vehicles by swiping cards, one-stop distribution and categorized supervision, the Zone has piloted the first new business model of cross-border e-commerce retail import of pharmaceutical products in China, and attracted top e-commerce enterprises such as Alibaba and JD to come in. At the same time, relying on the "Smart Customs, Smart Borders and Smart Connectivity" initiative, Tianzhu Customs has helped build China's first public inspection platform for special items in the comprehensive bonded zones, promoted the real-time connection between the WMS system of enterprises and the customs verification system, and implemented the "storage location monitoring and management" to realize the dynamic adjustment of the storage locations in bonded warehouses.

At present, the Zone gradually sees the cluster effect of the pharmaceutical industry. In 2021, the value of special goods imported into the Zone was USD 6.2 billion, up 60.8 percent year on year. The Zone accounted for 90 percent of China's imported vaccine products, constantly promoting the development of the medical and health industry chain in depth and breadth.
