On March 15, 2022, Shunyi District held the eleventh press conference on the building of "Two Zones".

In 2021, remarkable achievements were made in the opening-up and development of the "Two Zones", with 90 policy-type tasks at the municipal level completed. Five tasks at the municipal level led by Shunyi District and 84 tasks, or over 98 percent of the 85 policy-type tasks at the district level, were accomplished, ranking among the top in Beijing. Also 12 pilot polices and relevant experience of previous cases were replicated and promoted in Beijing and the rest of the country. Covering tax exemption, bonded zones, cross-border e-commerce, and others, twelve pilot policies were first released or first approved across China, together with 6,471 domestic and foreign enterprises established and key projects implemented. By the end of February, 2022, Shunyi Cluster has witnessed 6,471 newly registered enterprises including 78 foreign-funded ones. The number of reserve projects for the building of "Two Zones" has totaled 537, and 276 projects, or 51.4 percent of the total, have been signed. Three financial projects (namely China's first wholly foreign-owned insurance asset management company, China's first wholly foreign-owned third party payment company, and China's first financial guarantee company for the civil aviation airport system), together with six demonstration projects, have accelerated for implementation.

This year, Shunyi District will pilot the alignment of domestic rules with the ones in high-standard international free trade agreements including RCEP, CPTPP and EU-China Comprehensive Agreement on Investment. It will initiate targeted investment promotion through international and market channels, and promote the implementation of projects. The district will accelerate the integrated development of Beijing Capital International Airport Economic Zone and Beijing Tianzhu Comprehensive Bonded Zone, and carry out the action plan for the high quality development of the comprehensive bonded zone characterized by trade in services. Efforts will be made to speed up the exploration of the opening up of the Beijing China-Germany Industrial Park with characteristics of the two countries as an open and important platform for the attraction of foreign investment. Shunyi District will advance the plan of "Rebuilding the National Gateway" to facilitate the building of a new hub for international consumption at the Beijing Capital International Airport and expedite the building of the second and third phase of the New China International Exhibition Center as a global leading exchange-oriented exhibition business district (EBD).
