Recently, the Beijing Action Plan for Opening up the Entire Biomedicine Industrial Chain (the Plan for short) has been officially implemented. The Plan prescribes that the price management mechanism for innovative medical projects should be adjusted and more innovative drugs and medical equipment should be included for government procurement and popularized application in a timely manner.As the first implementation plan of its kind for the building of "Two Zones" in Beijing, the Plan covers Beijing's whole biomedical industry chain from research and development (R&D) to clinical applications, and introduces 50 specific development measures in 17 items from five major aspects.

In terms of market access, product R&D and registration, the Plan proposes to provide facilitations for the three aspects including market access, international R&D cooperation and customs clearance of items for R&D. In terms of supply chains, it proposes to establish mechanisms such as the "chain leadership" system and the open competition mechanism to select the best candidates. In terms of clinical application, it puts forward such measures as rational adjustments to the price management mechanism for innovative medical projects and the timely inclusion of more innovative drugs and medical equipment in Beijing for government procurement and popularized application.

For the development of international cooperation, the Plan suggests building an international comprehensive service platform of traditional Chinese medicine for health and well-being and an international sales platform for biomedicines. For the guarantee of key elements, six supporting measures are introdced to cover intellectual property protection, talents, funding, benefit sharing, capacity building and fault-tolerant mechanism.
