To implement the guiding principles of the Decision of the People's Government of Beijing Municipality on Exercising a Batch of Municipal-level Administrative Powers and Other Powers by Competent Authorities of Some Key Functional Areas and Related Departments of District Governments, Beijing Municipal Human Resources and Social Security Bureau has recently issued the Notice on Empowering China (Beijing) Pilot Free Trade Zone to Introduce College Graduates. According to this notice, the power of administrative approval regarding the introduction of graduates initially exercised by the municipal-level authority in Beijing will be delegated to the administrative body of China (Beijing) Pilot Free Trade Zone (BFTZ), which covers an area of 119.68 square kilometers. The human resources and social security departments under the governments of Beijing Economic-Technological Development Area (BDA), Haidian District, Tongzhou District, Shunyi District, Changping District and Daxing District will undertake the administrative approval power of college graduate introduction. 

Upon this empowerment, non-public enterprises that are registered, operated and taxed in BFTZ may go through the formality of introducing college graduates via the above authorities in their respective districts. Each authority shall report, on an annual basis, the list of eligible enterprises and the allocation and use of the quotas to Beijing Municipal Human Resources and Social Security Bureau.
