Beijing Daxing International Airport Economic Zone recently released the second batch of the authority delegation list, involving the delegation of approval authority for 105 administrative items to the Daxing International Airport Economic Zone and the High-end Industry Cluster of China (Beijing) Pilot Free Trade Zone. This was done to help achieve high-quality development in the region and explore effective innovation-led paths of a new benchmark for innovative development in the global airport economic zone.

On November 17, 2020, the first batch of the empowerment list of the Daxing International Airport Economic Zone was approved by the People's Government of Beijing Municipality, with the approval authority for 82 administrative items delegated to allow for "zone-related affairs to be handled within the zone". Based on the first batch, Daxing International Airport Economic Zone now moves further to delegate the approval authority for primary land development and engineering construction at the municipal and district levels to the zone, involving a total of 105 administrative items, intended to improve the comprehensive efficiency of administrative approval in the Daxing International Airport Economic Zone.

This new authority delegation list covers key administrative approval items such as approval of government-funded investment projects (within its extent of competence), approval on requisition of collective land, preparation and review of comprehensive planning implementation schemes, and issuance of permits for construction projects. It is intended to further improve approval efficiency and streamline the approval process. Combined with the positioning characteristics of China (Beijing) Pilot Free Trade Zone and the Daxing International Airport Economic Zone, focusing on the creation of an international business environment, the free trade zone takes steps for further opening up by delegating the administrative approval authority of municipal departments for commerce, culture and tourism, market supervision, intellectual property rights and human resources and social security, etc.
