Shunyi District recently enacted a pilot program for enterprise investment project reform which adopts the model of "regional assessment, provision of standard lands, enterprise commitment system and supporting facilities invested by local government". Eligible projects, after making a written commitment in accordance with the standards set by the government, may commence construction directly. The preliminary approval time will be shortened from 6-9 months to 1-2 months. All these measures are designed to promote reform on enterprise project approval and management systems, renew the project approval process, and also to explore an innovative enterprise project management model.

The program is applicable to enterprise projects in areas including the Shunyi Cluster of China (Beijing) Pilot Free Trade Zone, industrial innovation cluster demonstration area, Sino-German International Cooperation Industrial Park (expansion area) and Dasungezhuang Intelligent Logistics Park. Related governmental departments will carry out a regional assessment either during the preparation of the comprehensive implementation plan or during the first-level land development stage. While taking into consideration the development planning of related industries within the pilot area and the industrial indicators, related governmental departments will also develop an indicator system for provision of standard lands. In accordance with the corresponding requirements regarding regulations and project acceptance, the government will make a list of commitments. After making a written commitment, enterprises may commence construction. After the completion of the project, the construction authority will conduct a joint acceptance and review. The project can be officially put into operation if the commitments have been strictly fulfilled.
