On July 13, Shunyi District held a press conference on the development of the "Two Zones", namely, the Integrated National Demonstration Zone for Further Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone. Since the development of the "Two Zones" commenced, Shunyi Cluster has been active in implementing pilot policies on 85 district-level key tasks, thereby providing institutional guarantees for the development of the "Two Zones". So far, 70 projects, or 82 percent of the total, have been implemented.

Since last October, Shunyi Cluster has registered a total of 4,370 new market entities, indicating gradually emerging effects of resource aggregation and scaling up. A total of 217 projects have been reserved in Shunyi Cluster to date, and 120 projects have been implemented, resulting in an implementation rate of 55 percent.

The business environment continues to improve. Offering of special services for the "Two Zones" has been "expedited". Shunyi District has opened the first special services desk for "Two Zones" in Beijing to fully integrate the policy services of Shunyi District regarding development of the "Two Zones". Judicial services guarantee the high-quality development of the "Two Zones ". The Shunyi District Court has been the first court in Beijing Municipality to formulate the Opinions on Providing Judicial Services and Guarantees for the Development of the "Two Zones" and issue 18 service measures. A foreign-related civil trial team has been set up in Tianzhu Court and is ready to do its part for the development of the "Two Zones". The latest revisions to the Shunyi District Entrepreneurship Cradle Plan Support Policy Implementation Measures has been issued by Shunyi District to facilitate industrial development within Shunyi Cluster. The plan will focus on supporting a batch of innovative and entrepreneurial enterprises whose industrial development directions are in line with those of Shunyi District. These revisions will also focus on the construction, upgrading and development of the service system for entrepreneurial and innovative enterprises. Shunyi Cluster will vigorously promote IP financial services and intends to build an IP pledge loan risk disposal fund pool. Beijing Future Intellectual Property Institute has settled in the Tianzhu Comprehensive Bonded Zone to help build the zone into a world-class specialized platform.

For the next step, Shunyi District will grasp the opportunities brought about by development in the "Two Zones" and actively integrate into the global and domestic "dual circulation" economic development pattern. Shunyi District will make full use of the advantages of the multiple polices in the "Two Zones" and thoroughly implement said policies to continue strengthening resource coordination. Shunyi District will also strive for more groundbreaking developments in the implementation of advanced and pilot policies. At the same time, Shunyi District will improve its investment promotion mechanism and continue to release policy dividends. It will focus around leading industries to explore industrial chain expansion projects and provide domestic and foreign enterprises with better industrial access opportunities to make every possible effort for the higher level opening-up and development of Beijing Municipality.
