The National Base (Beijing) for International Intellectual Property Cooperation  ("National Cooperation Base") was recently inaugurated in Beijing.

At the ceremony, the China National Intellectual Property Administration (CNIPA) awarded a nameplate to Beijing Municipal Intellectual Property Office (“Beijing IP Office”), and the two parties signed a joint development agreement. The National Cooperation Base is a pilot project launched by Beijing IP Office under the guidance of CNIPA’s International Cooperation Department, committed to leveraging local resources based on the actual IP work needs of both Beijing and the nation as a whole in order to serve market players in their international development and improve the promotion of IP-related international cooperation and competition.

The establishment of the National Cooperation Base further demonstrates Beijing's IP-related cooperation expertise and capacity, and is conducive to integrating Beijing's international IP resources to assist enterprises in their overseas strategic planning and provide support for improving the innovation and entrepreneurship environment for international talents, strengthening IP protection and application, and serving the construction of the "Two Zones".

Specifically, the National Cooperation Base intends to establish a platform for dissemination of international IP information, build up effective communication channels between the government and market participants, and host or participate in seminars and exchanges with regional and international influence. It will also organize research on relevant hot topics and cutting-edge issues, participate in international IP talent training cooperation, collect and collate successful innovation cases and best practices, publicize achievements of China in IP protection, and establish a working mechanism to serve enterprises in their IP internationalization.

Beijing Intellectual Property Notarization Service Center was simultaneously established. The center is the first institution in Beijing to provide all-round IP notarization services. With the assistance of Beijing Guoxin Notary Public Office, it will further foster the development of China (Beijing) Pilot Free Trade Zone, the Integrated National Demonstration Zone for Opening up the Services Sector, and the Zhongguancun National Innovation Demonstration Zone. The center will provide innovative notary services and employ artificial intelligence, big data, blockchain and other technologies to provide legal services on IP protection and IP rights protection and evidence collection. It will also accelerate the upgrading of notary services and promote reform and innovation of IP-related notary business.
