The Government Affairs Service Center of the Beijing Economic-Technological Development Area (BDA or "E-Town") recently opened "Two Zones" service windows in its International Talent Service Hall. Aiming to create an international business environment, the dedicated windows are meant to provide diversified foreign-related services including financial services, tax services, problem consultation, and receipt of feedback related to foreign-invested enterprises.

Financial opening-up and innovation are essential to the construction of the "Two Zones". The Government Affairs Service Center has taken this opportunity to cooperate with Bank of China's BDA Sub-branch to provide enterprises with services such as facilitation of foreign currency purchase and payments for remuneration purposes.

Previously, foreign talents were required to submit passports, work permits, labor contracts, income & tax payment certificates and other documents to bank branches for remuneration-related foreign currency purchases and payment. These documents had to be submitted repeatedly with each application. Once the "Two Zones" service windows are open, foreign talents will be able to make "one-stop" applications by submitting relevant materials during the handling of related matters in the International Talent Service Hall. Once original copies of the materials are reviewed and whitelisted, foreign talents will be exempted from repeated submission for subsequent applications, tremendously streamlining the offline process and shortening the processing time.

In addition, the "Two Zones" tax consultation window will provide foreigners with consultation and interpretation services on policies related to individual income taxes, non-resident taxpayers enjoying tax treaty benefits, and external payments. The intellectual property service window will provide consultation services on international PCT applications, patent applications in overseas countries and regions, and the intellectual property-related legal environments of overseas countries and regions.

The BDA Government Affairs Service Center has initiated the first "three-tier enterprise service system" in Beijing that features a convenient service mode to support processing all matters at the district service hall, remote self-service processing at service stations for E-town enterprises, and guidance and consultation services at service outlets based in industrial parks.
