Recently, Huairou District has compiled a list of 111 tasks regarding the development of the "two zones". The list consists of 15 policy-type tasks , 79 project-type ones and 17 more ones related to space resources. All the tasks on list have specified the content, responsible organs, work progress and completion deadlines, in order to promote the development of the "two zones".

In terms of policy-related tasks, Huairou District has leveraged on the multiple advantageous policies, focused on its active participation into the development of Beijing's "two zones", and push forward characteristic service policies for the construction of a comprehensive national science center. The project-related tasks include 29 large-scale scientific facilities and crossover research platforms, as well as other fields such as technology services, film and television industries, conventions and exhibitions, and infrastructures construction.

In terms of space resources-related tasks, Huairou District will take full advantage of the following hardcore sci-tech platforms such as non-ferrous metal new materials science and technology parks, Tsinghua Industrial R&D Institute's Yanqi Lake Innovation Center, Haichuang Hard Technology Industrial Park, and Huairou Science City Innovation Town. All of these locations feature advantages which will accelerate hard technology, and will help attract global innovation teams register in the district, accelerate the deployment of new R&D institutions and key generic technology pilot plant testing platforms, build a science and technology service cluster, and further deepen the opening-up of industries and industrial parks.

Over the next three years, Huairou will build 10 demonstration zones in the name of opening up, add 30,000 market players and over 100 foreign-funded enterprises, reach USD 200 million in paid-in foreign investment, and promote the implementation of 50 pilot projects.
