Beijing Economic-Technological Development Area (BDA) recently issued the First Industrial Policies of the High-end Industrial Zone in the China (Beijing) Pilot Free Trade Zone for E-Town.
According to the document, Beijing E-Town, part of the high-end industry area of the pilot free trade zone, will continue to develop four leading industries: next-generation IT, high-end vehicle and new energy intelligent vehicle manufacturing, biotechnology and "Big Health", and robots and intelligent manufacturing. It will strive to improve the high-end service industry and integration of the science and culture industries, focus more on the development of digital economy, and put forth strength to build a "4+2+1" industrial system. This way, it will become a vital area for commercialization of scientific and research findings in the high-quality development of Beijing.
The document includes 30 policies. A supporting fund from up to CNY 10 billion to 100 billion will be provided to support the implementation of major projects, technology research and development, commercialization of scientific and research findings, and building of service platforms for the four leading industries. In the business finance and science & technology services sector, CNY 500 million in funding will be provided every year to enhance scientific and technological innovation and draw new talents in various fields to take root in the BDA. At the same time, this funding will support leading enterprises in their building of platforms for sharing key product resources. These platforms will also be a boon for small and medium-sized businesses in that they will allow them to apply for science and technology awards. Finally, the funding will be used to support the building of a regional "Internet Plus" service cloud platform.
These policies will further promote the development of E-Town, Beijing. The increasingly strong support provided by these policies will provide the impetus for pushing forward in the high-quality development of enterprises and the building of the "dual circulation" development pattern. Ultimately, E-Town will be developed into an area for commercialization of scientific and technological findings, a cluster of strategically important emerging industries as well as international high-end functional institutions, and a platform supporting the coordinated development and higher-level opening-up of the Beijing-Tianjin-Hebei region.
